Digital Data Submission FAQ:
  1. What software is used to review the digital data submissions?
    ArcGIS 9.1
     
  2. Who reviews digital data submissions?
    Technical Services Division of The Planning & Development Services Department
     
  3. What is the naming convention for the files to be submitted?
    The county uses a naming convention as a way to better organize and store files. Examples of the naming convention are ThompsonFarms_phases12.dxf, ThompsonFarms_phases12_meta.txt, ThompsonFarms_phases12_elev.txt, and ThompsonFarms_phase12_xlyrspec.txt.
     

  4. Can I submit a digital data submission by email?
    Yes. Digital Submissions can be emailed to "Submissions@Richlandonline.com"

     
  5. Is there another way for me to submit my project?
    Yes. Projects may be submitted on a CD-ROM or a floppy diskette. The submitted media needs be labeled with the title of the drawing (file name), type of drawing (ie. As-built, Preliminary, etc.), project contact information (name, affiliation, phone number, etc.), and a submittal and file creation date.
     
  6. What kind of text file format does the metadata, elevation points, and extra layers text files need to be?
    The files need to be saved in an ASCII text file format.
     
  7. What format do my points need to be in my drawing?
    Easting, Northing, Elevation
     
  8. What set of coordinates does my .DXF drawing need to be in?
    Your drawing file needs to be in South Carolina State Plane (SCSP) Coordinates International Feet. NAVD88 and shall include measures using the US Survey Foot. The SCSP system includes a single zone identified as Federal Information Processing Standard zone 3900 (FIPS 3900)
     
  9. Is MText the same as regular text in AutoCAD?
    No. MText is scene as a block in ArcGIS. If you have any MText in your drawing, you will need to select and explode it.
     
  10. Why can’t I have any blocks in my drawing?
    When AutoCAD creates a block, it also creates an insert point that you can’t see. When the drawing is viewed in ArcGIS that insert point is visible. Block references migrate to GIS as a single point at the block's insertion point.
     
  11. Do I need to show items (ie. parcel lines, building foot prints, etc) that are outside of the boundary of my project?
    No. We only need to see what is associated with your project.
     
  12. What items should be represented on the digital data submission?
    All data that is represented on the paper map should also be represented on the digital data submission.
     
  13. Can my points be AECC_points or softdesk points?
    No. Points need to be regular points. AECC or softdesk points don’t show up correctly in GIS. If you have any of these point types, you will be to convert then to plain points.
     
  14. What layers need to be closed polygons?
    PARCEL1, SUBDIV1, BLDG1, ROW1, PAVEDGE1, HYDPOL1, FW, FP, and WETLANDS.
     
  15. Should all of the ground shots from my survey go on the GCP1 layer?
    No. The only points that go on the GCP1 layer are benchmarks, parcel rod irons, etc. that where used to mark out the parcel line or used to place the drawing in SCSP coordinates.
